Free vocational training

ITANAGAR, May 28: The Sub-regional Employment Officer Coaching cum Guidance Centre for SC/STs Itanagar under Ministry of Labour and Employment is going to impart free vocational training course starting from June 1 with Rs 500 per month stipend facility on short hand, type writing, GK, general English and basic computer knowledge of 11 months. The computer software application for one year will also be given during the course. In a release it informed that applicant should not be a regular student or employee and should not have undergone similar training sponsored either by central or any state government.

ITANAGAR, May 28: Bharatiya Janata Yuva Morcha, Arunachal Pradesh warned that more sensational revelation will soon follow the alleged Rs. 900 crores scandal by the state government.

While refuting the statements by the Arunachal Pradesh Youth Congress branding the BJP as the anti Arunachal and anti development, the BJYM has dismissed it as uncalled without an iota of truth.

The ruling Congress government as well as Congress party is making desperate attempts to protect and hide their mis-governance and corruption in every developmental sphere of the State, said a BJYM report.

The Congress Party was given popular peoples' mandate to administer State holistically but instead of socio-economic development, the Congress party and government is mudslinging the BJP, after the Union Minister for the DONER directed the Secretary, NEC to launch inquiry into the massive embezzlement and illegal siphoning of the fund under NEC and Non-Lapsable Central Resource Pool (NLCPR) to the tune of Rs.900 cr.

 

Coordination meeting to review security aspects

AALO, May 28: In a coordination meeting held among police, ITBP, Army and IRBN under the chairmanship of

West Siang Superintendent of Police Mari Riba, activities of anti social elements along Assam border with West Siang was reviewed today.

The SP highlighted the overall security scenario of the district and representatives of all security agencies too forwarded their useful suggestions on sharing of intelligence among the security agencies to contain all unwanted elements.

AYA supports outdoor stadium project at Aalo

ITANAGAR, May 28: The All Aalo Youth Association (AAYA) has welcomed the project for C/O Outdoor Stadium at Aalo. Recently, some organizations had expressed their demand for revocation of tender notice of the state government's attempt for change in implementation agency for construction of the outdoor stadium.

Such projects of infrastructural development will tender more beauty for Aalo township and accelerate the physical and sportsmanship of the youth of our area, it said in a release while also supporting the District Sports Association's decision to constitute a monitoring committee comprising senior members of Aalo to coordinate with the executing agency for ascertaining proper execution of work as poor laid down norms and quality checking.

It said that the project would be a boon for the district which would help mould the youths in building their career in sports and requested that people should rather support the coming up of the project and stop doubting the credentials of the executing agency or the department.

 

Meeting takes resolutions for early road construction

SEPPA, May 28: The general public of the Papu Valley area including Panchayat leaders, Gaons Burahs and  intellectuals in a public meeting held here on May 25 unanimously decided to urge the state Govt to start road construction to Sede, Palin, Veo, Pakro as per a Court order. The meeting organized by the All Papu-Valley Youths Welfare Association (APVYWA) after threadbare discussion resolved to urge the Seppa DLRSO to take necessary action for immediate payment to land affected people from Nepuwa to Pakro. The meeting attended, among others, by ex-minister Hari Natung, Mering Natung, ZPM, 9th Papu-Valley, Pardeep Sharma, General Manager, Sushee Infra Pvt. Ltd. also  decided that the construction agency should complete the project on time and there should not be any physical harassment to the construction agency.

There shall be a joint committee of Trans-Arunachal Highway particularly in Papu-Valley jurisdiction to analyse and solve various related to public and the company in near future, the  meeting observed, according to a release issued by APVYWA.

 

Sir Career Fair begins

ITANAGAR, May 28: Director of Higher and Technical Education Dr. Tejum Padu today inaugurated the two-days 3rd Sir Career Fair-2015 at Siddhartha Hall in presence of students and parents.

The Sir Career Fair is being organized by the M N Mishra, a retired teacher of  Arunachal Government.

Social worker passes away

ITANAGAR, May 28: A renowned social worker of Parsi Parlo area, Bake Tana, passed away on 25 May following a prolonged illness.  Born in 1965, Late Tana played an important role in the creation of Parsi Parlo circle.

He was thrice elected as Anchal Samity Member of Yarba Sara Anchal segment under Parsi Parlo. Informing this Bake Talik, chairman of Bake Welfare Society has expressed sadness over the untimely demise of one of their senior most members.

 

Vision 2030

Ziro, May 28: A meeting was convened in Abotani Hall, Hapoli to sensitize on preparation of perspective Five Year Plan 2015-2020 and 15 yrs Vision Document  of all departments of Lower Subansiri District.

Participating in the programme, Raga MLA Tamar Murtem called for a joint effort from all the stakeholders to prepare an effective document. Need based schemes should be initiated after a detail ground level survey of the area, he felt and suggested participations from all the PRI members

MLA Ziro Hapoli Tage Taki said that schemes and projects should be in the larger interests of the society and not be individualistic. Duplicity should be avoided at any cost, as this retards over all development of the area.

DC Kanki Darang, citing the Niti Ayog terms as a participatory budget advised the HoDs to invite suggestions from all the stakeholders before finalising the draft proposal and that the proposals should be pragmatic and not superfluous. SP Tumme Amo presented perspective five year plan which encompassed a total security plan for the district, establishing new police stations at strategic location like Dollungmukh, establishment of a woman police station, a check gate at Potin tri-junction, installation of CCTV cameras and construction of a 500 capacity jail.

The HoDs have been directed to submit their proposal/plan by 10th of June for further submission to the GoAP. (DIPRO)

 

ANSU seeks termination of Joint director PR

ITANAGAR, May 28: The All Nyishi Students' Union (ANSU) has sought termination of joint director, Panchayat Raj alleging misuse of power and position against his subordinate officers and staffs.

In its letter submitted to the Chief Secretary, it accused the officer of indulging in the removal of Likha Kiran Kabak, Deputy Director (RE&PMORD, SIRD), Itanagar from the charge of state Nodal Officer Rajiv Gandhi Panchayati Sashaktikaran Abhiyan (RGPSA) citing wrong reasons.

She was also removed from the in-charge of Training & Research of institute without any prior intimation and discussion, it claimed.

On March this year, the department conducted DPC to regularize Tame Yape from Officiating Superintendent to full pledged Superintendent, but the DPC members under the personal interest of the joint director, demoted Tame Yape from officiating Superintend to Assistant and subsequently illegally promoted Debojit Pegu, Assistant to Officiating Superintendent violating recruitment rules.

RGPSA scheme is being looked after by the officer. He made illegal appointment of computer-cum-Account Assistant under RGPSA referring to the order No. PR-RGPSA (CA) CDRJ/669/2014. Appointment was done purely on the basis of favouritism and nepotism as some of the candidates ahead in merit were not appointed, the letter further read.

 

Natural disaster management workshop

YINGKIONG, May 28: A one day workshop on Disaster Management was organized by DDMO on May 28 at Yingkiong.  The HoDs, PRI members, women group leaders, Gaon Buras, NGO members and other stakeholders including a few members from Army and BRTF have participated in the workshop.

No one can predict when earthquake and other natural calamities will occur but we have to learn and gain from such workshop to safegaurd ourselves from major disasters, said Remo Kamki, Deputy Commissioner, Upper Siang while opening the workshop. He also advised the participants to be attentive to the lectures and tips given by the resource persons and share them with their fellow citizens at other villages and towns of Upper Siang District.

Dr. India Modi, Dr. Magong Pangkam and DDMO Yingkiong presented dos and donts before and after natural disasters. The resource persons urged the participants to disseminate their gained knowledge to the people of their respective locations.

The police personnel led by firefighters displayed a mock drill on rescue and search operation in case of a major fire accident. Among others, Tapik Pertin ADC, Tage Habung SP, Yingkiong were also present. (DIPRO)

ITANAGAR, May 28: The All Arunachal Pradesh Public Health Engineering & Water Supply Department Workers' Union (AAPPHE&WSDWU) has condemned the Wak village incident wherein four people were electrocuted on May 19 last. Appreciating the government's move on suspending the staffs of power (electrical) division Aalo, it further requested that the government should take stiff action against absentee employees.

CM begs Centre to continue Special state status for Arunachal

NEW DELHI, May 28: Chief Minister Nabam Tuki has reiterated that the Centre continue to treat Arunachal Pradesh as a Special Category State in view of its developmental backwardness, low resource base, late entry into the developmental process, geographical parameters, cost of delivery services and strategic importance.

Speaking at the consultation meeting on rationalisation of Centrally Sponsored Schemes (CSS) of the NITI Aayog Sub Group of Chief Ministers at Bhopal today, the Chief Minister pointed that all Special Category States, which are mostly resource crunch, the gain in the new regime of fund flow is not so much as in case of other General Category States. This is mainly due to the fact that the central allocations and few CSSs which have been delinked from the Plan allocation used to constitute a major portion (about 40%) of the total Central Assistance to the State during 2014-15.

Advocating that Normal Central Assistance (NCA), Special Plan Allocation (SPA) and Special Central (SCA) allocation  may be continued as present Tuki said that in order to continue to pursue the policy of bringing the backward states at par with the other developed States of the country, the Centre must ensure special dispensation in some form or other for these States to cope up with the national development process.

"There should be proper arrangement for transition to new system of funding and implementation of all CSS at least for two years to avoid abrupt policy and implementation changes and break down of ongoing projects at the State level so that all states can adopt the new system from the next Plan period", he said and suggested a transitory formula to help the special category states to tide over the backlog with the abolition of SPA/NCA/ACA.

The Chief Minister expressed concern that Plan budget of 2015-16 has been reduced to Rs 4.65 lakh crores from Rs 5.75 lakh crores of 2014-15 whereas the general trend is of annual increase in Plan funds. This will have far reaching implication in the development of the states in general and the nation as a whole, he said.

Further the Central Assistance to State Plans has been reduced from Rs 3.38 Lakh Crore in 2014-15 to Rs 2.04 Lakh Crores in 2015-16, whereas during the same period the Central Sector Plan fund has increased from Rs 2.36 Lakh Crore to Rs 2.60 Lakh Crores. He urged the members to take note of this fact and request the Union Government to increase the allocation in the State Sector. Taking into consideration the needs of the state government, Tuki suggested that funds under CSS may be released in two equal installments - the first in May and the second in November for timely implementation of schemes. Also that all Centrally Sponsored Schemes to be implemented in the State should either be fully funded by the Union Government or should be funded at 90: 10 ratio by the Centre and State.

He further suggested that innovative schemes launched by states based on best practices should be supported by the Center on 50:50 basis as joint venture till their adoption by all states if considered to be implemented as CSS when the funding pattern can be changed with higher central allocation.

Another important suggestion put forth by the Chief Minister was that third party monitoring be introduced for all CSS for proper implementation and the same should be coordinated by NITI Aayog to maintain uniformity. Alternatively, the State Government can also undertake third party monitoring through Agencies empanelled by NITI Aayog.

"I deem it important to reiterate that due to the transition, my state is yet to receive the funds for this year and this has adversely impacted the State Finances and we were constraint to avail the ways and means advance and over draft facilities from the Reserve Bank of India. I hope that arrangements are urgently made for fund release without waiting for finalization of the report," Tuki added.

The Consultation of the Sub-Group, third in the series of consultations, was chaired by Madhya Pradesh Chief Minister Shivraj Chouhan, who is the Chairman of the Sub-Group, and attended by member Chief Ministers of various states.

The final meeting of the NITI Aayog Sub-Group of Chief Ministers on Rationalization of Centrally Sponsored Schemes is slated to be held on June 13 next after which the Sub-Group would submit its recommendations.

 

 

LDV chalks out action plan to eradicate drug menace

ROING, May 28: The Lower Dibang Valley district administration in a coordination meeting with the Govt officers, panchayat leaders and NGOs held at Zilla chairperson office here today chalked out an action plan to eradicate drug menace in the district.

Presiding over the meeting, Lower Dibang Valley  Deputy Commissioner Shiv Kumar opined that special  women police officers should be appointed with due approval from the state Govt. who will be authourised to arrest persons involved in selling/peddling of preventive substances in the district.

He said Jally Umpo, Circle Officer has been designated as District Nodal Officer to regularly coordinate with the NGOs.

He also reiterated to activate Narcotic Cell in the district with deployment of special police officer to exclusively deal with the issue. The district administration is ready to provide necessary infrastructure for establishment of drug de-addiction centre if the NGOs can manage well experience resource persons in the field, he said and also requested the ZPMs to call meetings and chalk out plan in their respective areas too.

He further informed that most of the preventive substances like opium and brown sugar are entering into the district mostly from Lohit and Assam as very negligible quantity of opium was grown in the district, which has been almost destroyed.

Earlier, Parliamentary Secretary for Horticulture cum MLA Mutchu Mithi, participating in the meeting, has called upon the police force  to be disciplined first to tackle drug related problem with iron hand. He opined that  proposal should be  sent to  state Govt to terminate those police personnel from the service who are found addicted to preventive substances or involve in peddling of such substances.

He called upon the PRI and community leaders to organise regular meetings at community level to sort out plan to curb the drug menace from the district. He also said that to curb preventive substance like opium from entering into the district, the district administration should work in coordination with the administration of neighbouring districts. While lauding the women organizations in the district who have been spearheading the ant-drugs campaign, he said that their efforts have marginalised the drug menace to some extent. He exhorted the people to treat the addicted persons just like  patients who  need care and compassion.

Superintendent of Police, Rajneesh Gupta called for coordinated efforts to deal with the menace since it is a social problem. "Quick Response Team of Police has already been formed to deal with drug related issues," informed DSP Habung Hailyang.

Advocate Gote Mega, while dealing at length on the legal provisions under NDPS Act opined to chalk out Targeted Intervention Programme (TIP) to make anti-drug movement successful. He informed that Burma-Namsai-Dibrugarh/Roing-Pasighat is becoming an international route for drug peddlers which need to be checked to stop the drug menace from spreading.

ABK district unit general secretary, Abu Saring called upon the people of both the communities to work unitedly to deal with the drug menace in the district and to thwart any kind of misunderstanding between the two communities.

Oseng Apum, Secretary, ABK District Women Wing and Dr Menaya Mena, Executive Members of EMWEF shared their experiences and point out legal complicacies that is arising out of the issue.

ZPM Hunli-Desali ZPM Mama Miso also spoke on the occasion.

NSCN (IM) trained cadre surrenders

ZIRO, May 28: Kina Gandhi, an ex-NLCT and NSCN (IM) trained cadre laid down his arms before the Superintendent of Police Lower Subansiri, Tumme Amo, in a small function held in the office chamber of SP in the presence of Raga MLA Tamar Murtem and DC Kanki Darang. The cadre surrendered five handmade grenades and three pistols which were seized from him in 2010.

The Cadre, a class VII dropout had joined the outfit in 2008 and underwent a three months training at a camp at Diapur under Dimapur district of Nagaland run by NSCN (IM). He was placed as a Sergeant Major under the self styled Commander of National Liberation Council of Taniland (NLCT) Anthony Doke.

An effort by the MLA Raga Tamar Murtem to encourage waylaid youngsters to join the mainstream and live a dignified was greeted with equal enthusiasm by SP Amo, where he reminded that the Criminal Justice System also firmly believes in reformation and rehabilitation. (DIPRO)

 

 

Need for quality education: Rebia

ITANAGAR, May 28: Arunachal Pradesh Legislative Assembly Speaker Nabam Rebia emphasised on the need for quality education especially at a time when a lot of private and semi-private educational institutions are coming up. He was speaking at Arunachal Law Academy's graduation cum farewell ceremony recently as well as inauguration of the Moot Court Hall.

Delivering the key note address Vice Chancellor, Rajiv Gandhi University, Prof. Tamo Mibang stressed on the importance of ethics in the legal profession and urged the passing out students to pursue their vocation with sincerity and honesty.

Director Higher Education, Dr. Tejum Padu also emphasized the importance of ethical values in not only the legal profession but all other professions.

State Liaison Officer, NSS, Dr. V.N. Sharma was at his poetic best when he churned lines after lines to inspire and motivate the students at the threshold of their new career.

Certificates were handed out by the Vice Chancellor to each passing out students of the Academy and the Speaker handed out the Certificates to Moot Court Competition winners.

The evening was also marked by the honouring of the Director of Arunachal Law Academy, Easho M. Cherian by the Speaker for his contributions to the legal education in the state.

 

 

PRI institutions question Central probe

ITANAGAR, May 28: The Arunachal Pradesh Panchayat Raj Co-ordination Committee (APPRCC) while condemning the probe ordered by Union Minister of DoNER on the alleged embezzlement of NLCPR and NEC funds based on the complaint of 11 BJP MLAs  termed it as highhandedness on part of the NDA Government and a mere political gimmick.

It demanded immediate withdrawal of the order for the greater interest of the common mass and development of this frontier state.

While commenting on the decision of the Centre, the APPRCC President Sushil Nalo said that, "This is a desperate attempt to cast aspersions on a State Government which has maintained a clear track record of projects of not only Ministry of DONER but all the Ministries of the Government of India. Now instead of sending funds, BJP Government at the Centre has started sending probes. At a time when the State Government is initiating major programmes to benefit the grassroots people through progressive initiatives such as Arunachal Vision 2030, Universal Health Insurance Scheme among others, the BJP MLAs have committed a blunder by taking this anti-people step".

The Committee expressed the hope that the state government will come out clean on any probe. It is unfortunate that the Centre has started intimidating tactics just after one year of taking office, it added.

 

 

Preparation for disaster management reviewed

ITANAGAR, May 28: The Govt officers, panchayat leaders, BRO and ITBP personnel in a coordination meeting held at Hawai on May 26 have reviewed the  disaster preparedness in Anjaw district. The meeting also reviewed the activities of District Disaster Management Authority (DDMA) and District Disaster Management Plan (DDMP).   

While addressing the gathering, DC cum DDMA chairperson, N Ete called for the coordinated efforts among the line departments, Army, Para-military, BRO and public for disaster management, especially in view of the coming southwest monsoon in the district. He also emphasized on implementation of roles and responsibilities as per DDMP and Incident Response System (IRS).

Anjaw ZPC H. Tawsik requested all the officers to extend their full support to the public during disaster and also assured full cooperation to the district administration from the PRI members.

Speaking on the occasion Major Sudhir Payal, OC GREF informed that BRO have limited resources to maintain the road during monsoon period. He called for coordinated efforts between the BRO and Govt administration and departments like PWD, RWD for surface communication clearance during disaster.

Anjaw DFO J Geiyi spoke on the cause and effects of forest fires in the district, while Hage Tath, DFCSO, informed about the arrangement of buffer stocks of rice, POL items in the district during monsoon period.

DDMO S Tayang through power point presentation explained about the causes, effects and safety tips on  earthquake.

The meeting also laid stress on formation of disaster management teams, identification of relief camps, activation of control rooms, timely submission of damaged reports, placement of medicines and health teams, maintenance of water supply and sanitation, regulation of people at vulnerable points to prevent human casualties, stated an official release.

 

 

District Hospital Seppa gets a mortuary van

Seppa, May 28: With the initiatives of Sandeep Kr. Singh, DC East Kameng, a mortuary van under CSR programme has been donated to the district hospital Seppa by the CESC Company Ltd today.

Pooja Jain, ADC Seppa formally flagged off the vehicle.

Appreciating the improvement made in the district hospital, be it shifting of hospital to new building, construction of labour room, NICU room and opening of Opiod Substitution Therapy Cell, Pooja Jain has informed the gathering that under the initiative of DC many more proposals are on anvil for further improvement of the district hospital.

For ensuring continuous supply of electricity, she informed that a generator was provided to the labour room under IMR programme and a new set of generator is going to be procured very soon.

On management of solid wastes, she further informed that the DC is planning to get an incinerator so that the segregated flammable solid wastes could be disposed off. She congratulated the medical team for the tremendous achievement made in the first phase of the Mission Indradhanush.

Associations condemn assault

ITANAGAR, May 28: The Confederation of Service Associations of Arunachal Pradesh (CoSAAP) has demanded action against those responsible for the inhuman attack on Town Magistrate on duty Liyi Bagra, EAC at Aalo on 25th May by a group of IRBN personnel.

Such repeated unlawful activities by the IRBN personnel indicates that all the ruined people are recruited in IRBN which the Govt should deeply introspect.

The Home department is responsible for recruitment of such indisciplined youths in the department, CoSAAP said, while adding that the IRBN personnel are supposed to be the partner of magistrates and the district administration, but in contrary these personnel are turning into great obstacle to the law enforcing authority and innocent law abiding citizens.

Joining the various organizations, Arunachal Pradesh Child Dev. Project Officers' Welfare Association (APCDPOWA) has vehemently  condemned the assault on Bagra.

It demanded the authority/Govt. to award stringent and exemplary punishment to the assaulters so that none dare to commit such activities in future.

The APCDPOWA has also condemned the physical assault on Er. T. Loriak, SE, RWD Rupa on 5th May and appealed the Govt to work out a permanent and suitable mechanism by enacting a law to deal with such problems.

Further, condemning the physical assault on Liyi Bagra, EAC cum Town Magistrate Aalo, recently, a delegation of East Siang unit of Arunachal Pradesh Civil Service Officers' Association (APCSOA) today called on the Commandant of 5th IRBn, Vijayanta Arya here and demanded stringent action against the culprits involved in the incident. Such mindless attack would not be tolerated in future, added APCSOA district unit.

Meanwhile, Pushi Bango Student Union (PBSU) has condemned the physical assault on Liyi Bagra, Town Magistrate, Aalo by a group of IRBn personnel recently. The PBSU demanded immediate suspension of all the accused involved in the incident.

Bold move by Tripura government

The decision of Tripura government to do away with Armed Forces Special Powers Act (AFSPA), a controversial law that gives army sweeping emergency powers in troubled areas has been hailed across the country. Like most states of North Eastern region, the draconian AFSPA was imposed in Tripura in the year 1997 following the rise in insurgency activities. The indigenous tribal group of state  has been demanding scrapping of this act alleging that security forces harass them using it.

Centre has welcomed the withdrawal of AFSPA from Tripura saying it will have positive impact on other states of North Eastern region. Former union home minister P Chidambaram, who is believed to be against imposition of AFSPA in NE region, has also welcomed the decision of state government.  The separatist Hurriyat Conference has termed the move as bold and urged political parties of Jammu and Kashmir to learn from Tripura government. There has been the demand in the northeast including Manipur that AFSPA be repealed. A similar demand has also been raised in Jammu & Kashmir. The anti-AFSPA activists across the country are hoping that other states will take cue from Tripura government and work towards scrapping this anti-human act.

Improve connectivity

Dear Editor,

Through your esteemed daily paper, I would like to draw the kind attention toward the poor BSNL services in Tafrogam, which is an interior village in Lohit.

People communicate through cellular phones because it is easiest mode of communication in the present times. It is helpful in emergency cases.

Though there is a BSNL tower in village, the network of Tafrogam and Khoraliang is so poor that it is frustrating especially in emergency cases. When we call someone from the village, we have to dial 15-20 times but hardly ever get through.

Therefore, I request the concern authority to look into the matter seriously  so that best network service  is provided to the village as soon as possible.

Select the right candidate

Dear Editor,

Through your esteemed daily, I would like to place my view, regarding selection of Deputy Chief Councillor Pasighat. After the unfortunate demise of former Deputy Chief Councillor, the seat has remained vacant.

Therefore, I appeal to the party high command to select the right person from among the Councillor PMS as per the rules and regulation of the Indian National Congress Party. The authority should not overlook the hard work of councillors, who have sacrificed their valuable time for strengthening the party. The high authority should keep in mind the performances of Congress Councillors during last assembly and Lok Sabha election.

Clarification on allegations of fund misappropriation

Dear Editor,

This is with reference to a news item published in your esteemed daily on 27th May’2015 under the heading “Fund misappropriation alleged” labelled against the undersigned and my subordinate colleagues in the Department of Art & Culture by a group of misguided & misinformed youths under the guise of All Arunachal Commerce Students Association (AACSA).

It is quite saddening to believe that some section of our youths instead of engaging themselves in productive pursuits are wasting their time & energy by labelling such malicious, unfounded & unsubstantiated  allegations against sincere, dedicated & dutiful public servants. It also is quite unfortunate on part of the fourth pillar of democracy/media houses for giving space to such baseless reports without verifying the authenticity of the contents.

Under the Departmental AOP’2014-15, Scheme No. B1 (b) an amount of Rs. 11 (eleven) lakhs only was sanctioned against Lohit District for celebration of Major local festivals. The Demand Draft for this amount was prepared in favour of DC, Tezu (Account Payee). On 16/04/2015 Bodeso Manyu, DACO, Tezu received this Draft from office of the undersigned. The question whether B. Manyu is the legitimate authority to receive this Departmental Draft on behalf of DC, Tezu or not is for everyone to judge. The contention of All Arunachal Commerce Students Association (AACSA) that B. Manyu, DACO, Tezu is not an authorised person to receive this Draft on behalf of DC, Tezu defeats all logic.

The fact that this Draft for an amount of Rs.11 (eleven) lakhs only was reportedly misplaced in the office chamber of the DACO, Tezu from his official custody is quite true but how could the FAO stationed in the Directorate Headquarter, Naharlagun be any way held responsible for this incident ? Here certainly is some food for thought !

On receipt of Non-Drawal Certificate issued by the SBI Branch Manager, Tezu and on the basis of Loss Certificate issued by the OC, Police Station, Tezu, at the written request of the DACO, Tezu a Duplicate Draft was re-issued for an amount of Rs. 11 (eleven) lakhs only in this regard.

The file records & other related documentary evidences in the matter as elaborated in the preceding paras are still available in the Directorate office and any interested individual or organisation are welcome to verify the authenticity of my statement in light of the available records on any working day.

The next allegation that a Demand Draft for an amount of Rs. 4 (four) lakhs only in favour of Chairman, Nyokum Yullo Celebration Committee, Chambang, Kurung Kumey District meant for celebration of local festivals in Kurung Kumey District was misappropriated by the undersigned & my subordinates is once again baseless. This amount of Rs. 4 (four) lakhs only in question pertains to fiscal 2012-13 whereas during this period the undersigned was posted under the Deputy Commissioner’s Office, Pasighat, East Siang District. I took over the charges as FAO for the Directorate of Art & Culture only on 13/01/2015.

The above amount of Rs. 4 (four) lakhs only prepared as Demand Draft in favour of Chairman, Nyokum Yullo Celebration Committee, Chambang, Kurung Kumey District was despatched through means of Speed Post on Dtd.29/04/2013. Any doubts about the veracity of the above statement may be verified through the Departmental “Despatch Diary” at Sl. No.668.

It is altogether a different story that this Draft though prepared in favour of the Chairman, Nyokum Yullo Celebration Committee, Chambang meant to be disbursed by the DC, Kurung Kumey was forcibly/dubiously taken from the Post Office of Palin by some miscreants and therefore neither the FAO nor his subordinates in the Department of Art & Culture can in any way be held responsible for this incident.

In the AOP’2014-15 of Department of Art & Culture under Scheme No. B1 (e-x) there was an amount of Rs. 5 (five) lakhs only which was earmarked as Financial Assistance for celebration of local festivals of Arunachal Pradesh by the student organisations outside Arunachal Pradesh. As there were 6 (six) applicants, this meagre amount was divided equally amongst the 6 (six) different student organisations namely Arunachal Students Union Shillong, Arunachal Students Union of Tamil Nadu, Kolkata Arunachal Students Union, Arunachal Students Union, Chandigarh, Guwahati Arunachal Students Union & Delhi Nyokum Committee @ Rs. 83,333/- (Rupees eighty three thousand three hundred thirty three) only per Grantee.

Altogether 6 (six) different Demand Draft of Rs. 83,333/- (Rupees eighty three thousand three hundred thirty three) only each were prepared in the name & style of the Grantee Student organisations. It should be noted here that the Demand Draft were never prepared in favour of any of the DRCs/CRCs because our Govt. has not posted any DRCs at either Tamil Nadu or Chandigarh. Therefore, after thoroughly verifying the identity of the Grantees through their ID Cards, Driving Licence, College Registration Cards etc. supported by the photographic evidences of the events claimed to have been conducted by the respective Students organisation, these Drafts were handed over. No cash payment to any individual or organisation was ever made as all the Drafts were Account Payees.

The amount of Rs. 83,333/- (Rupees eighty three thousand three hundred thirty three) only for celebration of Arunachal Carnival at Guwahati’2014 was disbursed to Khyaking Jomoh, General Secretary, Guwahati Arunachal Students Union, Contact No. 9402079949 on 21/04/2015. All the individual Grantees should stand testimony to this fact that at no point of time did I in my official capacity as FAO seek any kind of favours from them. As conscious citizens we are well aware of the fact that our Govt. pays us our salaries in lieu of the public services rendered by us.

Therefore, with the above explanation it must be clear for everyone to see that the allegation against my office for having misappropriated an amount of Rs.83,333/- (Rupees eighty three thousand three hundred thirty three) only meant for Guwahati Arunachal Students Union (GASU) is unfounded and baseless.

For defraying expenses on celebration of Bhakti festival’2014-15 at Itanagar funds were received in 2 (two) separate instalments. The 1st instalment for an amount of Rs. 9 (nine) lakhs only was drawn in the form of AC-Bill vide bill No. 151, Dtd.19/02/2015. The next & 2nd instalment towards celebration of this festival was drawn vide bill No. 352, 353 & 354 Dtd.30/03/2015 for a total amount of  Rs. 10, 33,560/- (Rupees ten lakhs thirty three thousand five hundred sixty) only in the form of FVC-Bill.

The disbursal process against expenditures incurred towards celebration of Bhakti festival is still under progress and we have sufficient funds with us for defraying all kinds of genuine and bonafide expenditures towards this event and the statement of the AACSA that our Account balance against this event is nil is not true. This disbursal process has been delayed due to non/late submission of participants list by the event in-charges etc. Therefore, the details of actual expenditure towards this event can be made available only on final compilation of the facts & figures.  Hence, with the above explanation the allegations against office of the undersigned alongwith my subordinate colleagues for misappropriating funds towards this event is once again unsubstantiated & unjustified.

The undersigned on behalf of the Department of Art & Culture alongwith with my subordinate colleagues would like to request the respected Editor, The Arunachal Times to purge my name & office from all such baseless & malicious allegations for which act of kindness I shall ever be grateful.
